This page is designed to help low income people obtain home phone service. Link Up America is a program that was started in 1997 by the FCC. The way that this program works is that a consumer applies for Link Up through their phone company and the phone company applies for reimbursement through the Link Up America program. If you participate in any one of the following:
Federal Public Housing Assistance (FPHA) or Section 8 Food Stamps Low Income Home Energy Assistance Program (LIHEAP) Medicaid National School Lunch Program's free lunch program Supplemental Security Income (SSI) Temporary Assistance for Needy Families (TANF)
you meet the requirements to apply for the Link Up America Program. Also, if you are 135% below poverty level, you meet the requirements.

Eligibility for Link Up America varies by state. Individuals who reside in states that have their own discount programs qualify for federal Link Up America support if they meet the eligibility criteria established by their state. Not all states support the Link Up program. If you live in the following areas, Link Up may still be available through Federal Funding, but there is no State Funding.
